The primary purpose of a measurement system is to monitor and improve performance. Too often organizations end up with a plethora of data, but little useful information. To be diagnostic of improvement opportunities, a measurement system should include leading indicators (i.e., input and process), as well as the more commonly measured lagging indicators (i.e., output and satisfaction).
